The admission file: equivalents and documents

This is the stage where most Gabonese applications get blocked. Not because the students aren't good, but because the South African system has very strict formal rules — and a poorly certified copy will cause an entire application to be rejected.

Having an application rejected because of a missing stamp means a wasted year.

The South African system does not complete incomplete files: it rejects them. Processing times are long, application windows are short, and a poorly certified document in June can cost a February start.

The steps

The four obstacles to overcome

The exemption certificate

Legal requirement for entry into an undergraduate degree. Your school-leaving certificate must be evaluated by the Matriculation Board of Universities South Africa.

Certification of copies

Strict rule: neither the police nor an ordinary commissioner of oaths are accepted. Notary public, South African embassy or university registrar only.

Certified translations

All your French documents must be translated into English by a sworn translator. An uncertified translation will be rejected.

Proof of English proficiency

IELTS Academic 6.5 with a minimum of 6.0 in each component, or TOEFL iBT 88, at UCT. Results must be less than two years old.

The equivalence

The step no-one sees coming: the certificate of exemption

In South Africa, a law regulates access to the first year of university. Any student who does not hold the South African school-leaving certificate must have their foreign qualification evaluated by the Matriculation Board Universities South Africa (USAf).

If your qualification is deemed sufficient, USAf issues a Certificate of exemption (matriculation exemptionWithout this certificate, no public South African university can enrol you for an undergraduate degree. Your Gabonese Baccalauréat must therefore go through this evaluation.

Practical conclusion: start this process very early — ideally at the same time as your university application, and not after receiving a response.

The tipping point

The rule that causes the most applications to be rejected

Read this passage carefully. It's worth several weeks of delay.

The Matriculation Board does not accept copies certified by:

  • the police ;
  • an ordinary commissioner for oathsCommissioner for Oaths).

The Matriculation Board accepts copies certified by:

  • one notary public — the stamp must bear the wording «Public Notary». A simple lawyer is not sufficient; ;
  • one embassy, high commission, consulate or trade mission of South Africa ;
  • the registrar of a South African university, or a member of faculty staff delegated by them.

For a student in Gabon, the most reliable route is therefore the South African Embassy in Libreville, or a Gabonese notary public whose stamp bears the appropriate mention.

Tip: prepare two games certified copies — one for the exemption request, one for the university application. This avoids having to start all over again.

The translations

Your documents must be translated by a sworn translator

Your documents are in French. The South African system operates in English. All documents must be accompanied by a certified translation into English (certified translation). A free translation, even if correct, is not accepted.

This concerns the Baccalauréat, final-year transcripts — and often first-year ones —, the birth certificate, and university degrees where applicable.

To be planned: Certified translations take time and are charged per page. This is a cost and turnaround time that needs to be anticipated from the outset.

Master's and PhD

For a university degree: SAQA evaluation

If you already hold a Gabonese university degree and are aiming for a Master's or a doctorate, the process is different.

That's the South African Qualifications Authority (SAQA) Who evaluates foreign university degrees? SAQA compares your degree to the South African National Qualifications Framework (NQF) and places it at a given level.

An important point: You must make the request yourself. SAQA states that qualification holders must submit their own evaluation application and not use intermediaries. The application is submitted online.

English

The required level of proof

If English is not your first language and you did not complete your education at an English-medium institution, you must prove your proficiency. At UCT, the thresholds are as follows:

The results must date from less than two years. Other universities apply comparable thresholds, sometimes slightly different depending on the faculty. Always check for your specific programme.

The calendar

The order in which to proceed

Each step depends on the previous one. Here is the sequence to follow.

Please note: UCT requires international applicants to provide proof of English language proficiency and supporting documents for the 30th September, and the forecast results for 31 October. Incomplete files are cancelled in mid-November.
